Buy expired domain

Hello guys, I read many posts here and I want to buy an expired domain, I found on BHW for 30$ some expired with DA 10-15, PA 20-30. I checked the backlink profile and some of this domains have a little spammy backlinks (checked on moz).
It is safe? Or I need to buy domain without any spammy backlinks?
And what about the content? If I buy and expired domain the previously content (so the niche) are lost?

they should be clean, in terms of usage, links & anchors,
no penalty or sudden traffic drop in the past,
the rest is up to the link profile and how good the links actually are, as long as it's not overpriced you can use it,

if you're going to use the domain for a money site, you should stick to niche relevant ones only, the more different the niche is the more risk you have,
ideally you want the same for PBN domains as well,

also, you don't really want a domain with links pointing to too many pages, that will cause a problem with recreating the website & passing the link juice,
the link profile should be distributed into minimal number of pages, anything more than 10 pages is usually something to avoid,

you can use godaddy, sedo or any domain auctions website,

you don't need to limit yourself with domains with links pointing to the homepage only,
that will make the choice just more limited,

you want the domain to have most of the links pointing to a just a few pages, anything less than 10 is good to go,
you can still get domains with links pointing to more variety of pages if the most and best links are pointing to a few pages,
with that, you'll ensure you'll be getting most of the link juice is passed,

all depends on how good the domain/price, relevancy, links, everything really matters,
you have to make your evalution, it's not a must, it's a good choice that you can let go if you have other factors that makes the domain better for your usage

if you don't recover the pages (with the same urls), they will be pointing to nowhere (broken links, 404),
you can use 301 to other pages/homepage, but that's something i really do avoid, works for some people but got many domains penalized,

not really, the domain will get sandbox for ranking, not a good choice for money sites,
but it will still pass link juice if used for 301 or PBN

You buy a domain that was caught, and had a dummy site put in place like usually scraped from archives.

you're asking broad questions, make some research first ^^

I just fired up my domain scraper and within about 20mins I had found, literally, about 250 domains over DA 10. From 1 keyword and about 20seconds of effort.

You can easily find domains with DA20+ with the right tools, checking their history with archive.org is easy to check no obvious spam which could have brought a penalty. Once you have a domain you like the look of you should check it's backlink profile so you don't get one that is spammed to hell. You can probably disavow a couple of bad links but if they have been there a while and there's only a couple it's probably fine to ignore them.

Finding domains isn't hard really and the stats for the domain you are looking at is not really very notable.

It's important to remember that any SEO tool metrics are synthetic. They are not the metrics that Google uses in its algorithms. Therefore, they may or may not help you understand something.

You can try to restore the content of the old site through WebArchive. When buying an expired domain, you buy only the domain.

Old content is not included in the deal. As well as the authority of the site in Google, positions, traffic and links. All of which google can ignore

The DA metric on $30 domains is useless snake oil.

At the very least you want quality referring domains and rank history in the niche.

If you do not understand all the details of this process and do not want to lose money, it is better to contact those who provide this service professionally.
Or, if you want to do it yourself, do some in-depth research, read forums and articles already written on the topic, and understand the details before buying anything.
