How do you know it was negative seo attack? Recent google updates cause a lot of penalties for no major reason.

You should at the very least submit those for disavow. Submit a list to the disavow tool.

It'll take time but in the meantime, you can build and index quality links to attempt to offset some of the "damage".

I put damage in quotations because Google doesn't exactly view negative SEO attacks the same way anymore. In fact, Google may even disavow those links before you get to them (don't count on that, though).

If you already tried 301 redirection to a new domain name than there is something wrong with your website which triggers new penalty. Is your content good and unique? Ho many pages do you have?
