I have no problem creating a new account, I'm just having trouble in this country. Even though the active ad has already verified the account, it asks me to verify again. My other ads are online for 1-3 months.

It has nothing to do with the account. You have to fill out the advertiser verification yourself. There should be a problem with the process.

It is usually very easy to certify advertisers, I don't know how you do it.
