If im creating one not used for personal use, which is best, (or worse), to create.

a personal membership page
a fan page
or a fan group??

i did that but there are only 10% fans. and you cant mass email all of your friends on a members page

what do you mean by a members page

just a normal personal page. one you would make for yourself (a person, not a company or fan or band)

You also can't mass mail them on a group once your group surpasses 5,000 members.

Create 10 accounts and get 5k friends on each (or spread out across more accounts) make a fan page and then invite 50,000 people to it, and hope it goes viral. You can do status updates to all the fans.
