It's just FB algorithm. They share many ways to fix that but mostly fake. Just accept it like when FB holding our money. Can barely do anything with it. However, lucky me or something, i haven't encountered it much.

I just received information that this is Facebook's new policy. The problem is that if we know how to overcome it, it would be great. because I see that my accounts do not have this situation
 
Avoid 10% + avoid repeating threshold
- Caused by unusual actions (Because the account has just been spent)
- So you can use a maximum of 1 card for 2 accounts. (If a card is expired, you should not use it again)
- The new account should not spend too much on the budget, and should not turn the camp on or off irregularly
- If you want to stop camping, set a spending limit
- Do not add more camps until you have passed the 750k threshold
