I'm from France, i would like to buy a website that already make money (an affiliate) and grow it. I will keep it for 1-2-3 years before selling it

But in France there isn't so much site to buy. If I buy a US based site, can I run it ? With which tools/method ?

You should search "affiliate sites" and you will find some good threads here with all latest tips and tools.
However i would say that French market is still less competitive then US

Absolutely, you can buy and run a US-based affiliate site. Just make sure you’re familiar with the audience you’re targeting cos' what works in the US might not always resonate with French users, even if the site’s in the same niche.

Also, don’t overlook legal stuff... GDPR and US tax laws can be tricky, but manageable.

There are many websites from where you can buy websites but these are very expensive

You must have an understanding of website marketing and selling products otherwise you will not be able to continue selling

I would suggest you to start your business from scratch then you will gradually gain experience and gradually increase product selling which is more likely to make you profit.
