In my opinion then there isnt really a sufficient problem you are solving or usp you deliver to make you a must have. So, people are more likely to just search on google and check the reviews there.

Could work, but only if this will be completely free. No one will pay to see couple lists if they are publicly available.
You must monetize like groupon or similar platform i.e. making parterships with local businesses or with ad revenue.

Also make sure you also build the mobile app

Try conducting a survey and let the market tell you if they like your application or not.

Yes, the ability to download, and also it's easier to handle a list in google sheet than google maps for example which I found not user friendly !

You forget that people's still prefer images, a nice UI, reviews, etc....where TripAdvisor and others already offer.
Also people's do not like to download things...they will only see some data in a spreadsheet...witch is not very friendly.
You can have a chance to monetise this and sell the data via API for those who need it.

There might be a niche market for this which you can monetize via ads if you have enough traffic. But keep in mind that you also need to drive a lot of traffic for it to be worthwhile. Are you planning on monetizing it in any other way?
