Offshore Bank, Online banking & ATM card

Hello. What bank in which country offers bank accounts for foreigners?

I need to find an offshore bank that will offer me an account with online banking and ATM card to transfer my money on.

Someone knows a bank or any reliable online applicable service that offers this, I can not go there neither do I want to go there so the application has to be made online or thru any other way.

They don' even have a secure connection , check the registration page.

well open a paypal account and apply for their debit card which is free and withdraw the cash from anywhere.. no extra charge.. only thing you can withdraw 300$ at a time from atm , but purchase you can swipe up to 3000$ i guess..

Wow, thats my bank actually.
But it is originally from Ireland (Allied Irish Banks = AIB).

I will call them and ask them if this website is legit, as this looks good
To bad I didn't know my bank offers this before.
If thats them, they have great support, and are now owned by Irish gov, so they are secured.

I looked at AIB, but it asks for your tax number and everything doesn't look that secure.

Depositing money at AIB you're better off just writing a letter to your local taxes authority saying: "He guys I wanna screw you up" hahaha
