I want to start a movie streaming site, but I heard that domains are taken down all the time. Which domains are the hardest for people to take down?

You're right that domains can be taken down due to copyright infringement, legal issues, or other reasons. However, some domain extensions are considered more resilient or harder to take down than others Such as .bit , .Io , .gg

.la domains are super hard. you can buy from njal.la they don't care about dmca.

Tonga is such a small island country that a big portion of their whole GDP is from their TLD sales.
The bigger chunk of those who buy those domains are piraters, so they can’t really enforce copyright laws too much without the country going bankrupt.
Russia doesn’t need any explanations, lol. They couldn’t give a flying shit about western copyright laws.
Stick with those two.
When you’re being targeted by some big guys, just move the site to a new domain and redirect from the old one before they take it down.

The email you have listed somewhere on your site (which you should definitely have) and your domain registrar are both getting sent legal threats left and right, and the threats are getting progressively worse.
My two cents;
DO NOT get into piratism if you have to ask these types of questions.

Check what the sites that have been around for a while are using - like @Juhku said it's mainly .to that I see, but also smaller ones like .lol, .cc

Consider using domains like.io,.to, or.is, which are generally more difficult to take down due to their hosting nations' more forgiving rules regarding copyright enforcement.

i wish to register .ru with them but they accept payment only from cards issued by Russian banks and Yoomoney, i do not have those, can you tell me how you have been paying for yours? and any recommendation?

Well, if people are mentioning Russia, I guess we could also mention Iran, Cuba, Syria and Belarus, but each case must be analyzed, some countries may be more difficult than others, in general russian domains are more widely used, but it deserves a check
Please can you recommend registrars from those countries? if they offer .ru with no document requirement.
