It's all about content, for YouTube it doesn't matter where do you post from.

- Use local hashtags
- Talk about US cities (depends on the niche of course)
- Promote your first videos in American groups and subreddits to show youtube that your primary audience is from the US

create content that is mostly watched by USA audience and add a twist to that by ordering HQ USA views.

that will increase the probability of your content getting USA audience, but in the end you cannot control the algorithm.
if the algorithm decides to give you more views from a different country, you can't do much about it.

It is really good to clarify questions like these. Although it is clear as they say that creating content in the English language and attacking keywords positioned in the USA is beneficial.

However, it is also important to know if having an old or new account brings some value.
