Get a bank account from HDFC bank and create cards using their netsafe service.

Only HDFC, no other bank provides this VCC service.

Netspend (Only for the ones from Simpsonland)

There are many physical banks in many countries providing this
(in the end, one time cards that show the billing online).

There were more in the past, but the losers in power realized the dark usage
