You can always buy targeted traffic, but I am not 100% sure of the effectiveness.

content, submissions, backlinks, xml, rss, blog, adwords, & thousands of other ways in bringing traffic. If you show three page from which two are under construction and you have backlink from FFA page don't expect too much...

What backlink is on the site?

Also, which two pages are under construction?

Yeh man Spamming your website using facebook tools Would actually be your perfect target, especially collecting IDS from Marketing groups etc...

Forget other traffic, this is a gold mine

If you are ok to spend few $$

- go at Digital Point or other big forums for webmasters and make a thread in the appropriate section "Want to buy text link in your signature", you will receive a lot of garbage, people who registered the day before and have 8 posts, forget them, and keep only the very active members, beware of people with 2000 posts , but 2000 posts in very old threads, it's better to get several people with 600 or 800 posts but who post all days, someone actually active on the forum, check in which subforums people who replied you post the most, and look if it fits with what you need, for the price of half facebook tool, you can be well exposed in front of targeted people, choose some catchy text links, if it brings you quality traffic, and it will, repeat this system with other forums

- make an affiliate program for your tool , with an attractive % , and your affiliates will bring you the traffic, you don't care to pay them big bucks as they will bring you customers that you would have never seen on your site without your affiliate program
