Besides Buying Backlinks, is fb ads a good strategy?
How else would you promote a tech blog?

I'd focus on social, reddit and quora before I'd consider any type of paid advertising.
If you have a high converting comparison chart or something, I think that Google Ads or Bing Ads would work better than FB.

Create accounts on social media platforms and be posting tech tips that are related to your specific tech niche. Keep solving problems and you'll have people following you and visiting your website. Though Facebook used to be the go to place back in the day, you can still find a way to get it to work.

There's this YouTube shorts channel I use to watch his content, these days he now recommends products on his site to his viewers. You can use YouTube shorts to solve problems for people and watch how it goes from there.

You can try out what henry said. FB ads not reliable now a days. Try google ads.
 
I think what might be special about the tech niche (programming and such) is that there are many real sites with real traffic (just about everyone in tech has a site) so this particular niche lends itself to white hat and actual outreach instead of buying links and posts

Apart from that, Influencer marketing and participating in online communities like Reddit and Quora can extend your reach. Lastly, utilizing paid advertising options such as Google Ads, Twitter Ads, and LinkedIn Ads.
 
Build an email list of subscribers who are interested in your tech blog and send out regular newsletters with updates, new articles, and promotions.

Yes FB ads is a good strategy, this will generate more views on your blog, quicker. Other than that you can repurpose the blog content as infographics, posts, videos and post it on various SM platforms.
 
Reddit, Quora, invite experts for quotes. Run video showing tech stuff these over a time can convince people to return as they get good information along with tech content in video form. If possible Tiktok keep on experimenting
 
Focusing on posting in QA Communities/forums.

Build your repo in those communities and share your website page with relative information in appropriate questions.
