fb claims advertisers will be receiving "less clicks". How on earth can they do that? If the ad is that good, how can they possibly stop people from clicking?

I'm talking about advertisers running ads on the ad platform. FB has said that the new advertising policy will result in lower CTR for Pay-Per-Impression advertisers, and higher CTR for Pay-Per-Click advertisers. How on earth can they do that if they can't control whether people click the ad or not??
Oh and by the way, I can't find the post that backs up this info. I think they removed it because it had too many angry comments because so many people were pissed off. But I swear I read it not too long ago.
