For one of my projects I'm looking to buy links from (local) webmasters.

What kind of minium metrics (DA PA TF CF DR RD) would you choose to determine the quality?
They also let me choose between a homepage link or a link in a blog article.

A minimum Domain Authority (DA) of 30, Page Authority (PA) of 25, Trust Flow (TF) of 20, Citation Flow (CF) of 20, Domain Rating (DR) of 30, and at least 50 Referring Domains (RD).
 
All those metrics are important, you should also consider the price.

If the homepage link is...

- sticky
- surrounded by text
- with less than 10 other links like yours on the same page (the homepage, of course)
- on a site with decent google traffic and no downward traffic and ranking trends
- on sites that are relevant to yours
- priced acceptably

ALWAYS choose this type of link, it works very well (although you shouldn't have only such links, you should still get other types too, but the ranking power comes from this type of link most of the time)

there's no exact number to give because each case is unique. In certain niches and / or for certain keywords you might rank with only 2-3 links, in other cases you might need 5000 of them (no exaggeration). It really depends on what type of competition you're up against and how good your site is in general and when I say good I refer to authority more than anything else as authority (DR / DA) seems to be one of the biggest ranking signals nowadays, so you gotta pump that metric up if you want to stand a chance.

TF and CF are metrics invented by MajesticSEO and if memory serves me well (I've been out of the SEO game for nearly 3 years) back in the day I used to aim for a TF:CF ratio of 0.7 to 1.5, I think the sweet spot was within this range back then.

But TF and CF are not the most important things, these 2 metrics usually speak about the relevancy of a site, but many times strong links can be more impactfull than relevant ones, so you should ideally aim for backlinks that come from pages with high PA or UR in the first place, and with good TF / CF in the 2nd place... although, I'd argue that traffic is actually more important than TF / CF, so the TF / CF metrics should be considered 3rd even :)

I consider primarily keywords ranked for by the site and traffic being attracted by those keywords. Ideally, it should be a minimum of 10k for either. But this varies from niche to niche.

I don't have minimum RD domain requirements since most sites that met the above requirements typically have really good backlinks and good numbers. But it usually is in the hundreds.

If the website is a typical website, sticking your link on the homepage could appear unnatural. Most websites rarely ever stick other website's links on their homepage. But if you're willing to take the risk, homepages typically have the most power possible by a website, so having you link on their homepage would pack more punch.
 
Traffic and relevancy, DA is above 25 with a low spam score. If those three factors are matched I go for it.
 
First, we want Google to like our links, so it's more than logical that if this site has traffic then Google has already evaluated it as useful, and links from that site would be good. Second, both sites should be on one topic. Third, after a leak of Google API documentation a few weeks ago, the best is if users will click on your link (Google counts clicks using Chrome) or if the link will mention your brand (Google counts brand mentions).
There also is a new hypothesis links = brand mentions, I hope someone will test this soon.
 
I check in Ahrefs

- site traffic and traffic trend, up or down
- what keywords they rank for
- is the backlink profile kinda clean

Then I check the site again, in more detail. Such as, does my product / site fit in or would it stand out as grossly unrelated

For me, atleast the backlink have 100 RD and 30 DR

most of the power is in the homepage, so it's better to choose homepage backlink
 
To determine link quality, I use these minimum metrics:
  1. Domain Authority (DA): 30+
  2. Page Authority (PA): 30+
  3. Trust Flow (TF): 20+
  4. Citation Flow (CF): 20+
  5. Domain Rating (DR): 30+
  6. Referring Domains (RD): 50+

For SEO value, choose a blog article link if it’s highly relevant to your content, as contextually relevant links strongly impact rankings.

If the homepage of the linking site has much higher authority and you want a general boost in authority and traffic, a homepage link could be more beneficial.

 
Link Metrics is the collective term referring to the criteria for ranking search results. They reflect the importance of any given webpage on the world wide web, and include some measure of domain authority, relevancy and trust.
 
All of these third-party metrics can be manipulated easily. The only metric I really care about is traffic, as this indicates that the site is in Google's favor. Also, I'd look for the ratio of inbound and outbound links, the referring domains, and the total number of outbound links (to see whether the site spams links, which makes a backlink less valuable). I don't really care about what Ahrefs, Moz, Semrush, and the others calculate as their proprietary metrics for the site.
 
Traffic, anchor texts and Semrush AS. Compare Semrush AS with DR and DA. A huge difference, i.e. DR 60, AS 2 is a clear no-go.

I forgot to mention this. I also look for the ratio of inbound vs outbound. A site being sparse with outbound links is obviously better with all things being equal

Yeah, Domain authority should be more than 30 is absolutely good for your site and rest of the metrics should be 20+
