How to unlock 956?

Currently, I see a lot of accounts locked at 956 but don't know how to unlock them. This is what I usually do to get my account back.
Step 1: Log in to Facebook - Press the "Get Started" button.
Step 2: Select the 3 horizontal bars in the upper right corner.
Step 3: Continue to select Policy and reporting - Report a problem with Facebook.
Step 4: Scroll down to the Send us feedback section and select Report a problem to report a problem.
Step 5: Continue to scroll down and select the line Learn what to do when blocked from using a feature, account is disabled or having trouble logging in.
Step 6: After clicking on the above line, Facebook will navigate you to an interface, follow the instructions in the Recover Facebook account section. Note that you should use the phone or computer that you have logged into Facebook before.
Step 7: After Facebook successfully verifies, you will have to reset your account. Select Next to start recovering.
Step 8: Select the Email or phone number you want to remove. If you do not want to remove, you can choose Do not remove any information to continue.
Step 9: Set a new password for the account and click Save changes. So you have successfully unlocked Facebook.
