Cool tool I came across

Hey, I'm a moderate black hatter and I came across a tool that I started using about 5 days ago. So far it has increased my conversion rates between 15-40% on different pages. If you don't want to take the time to decode it, it opens a popup by the name of "pop.html" in the same directory that the page you are using it is in. So create your popup and name it pop.html, cut and paste the code into your page, and it'll work. I use it and it does work.

How in the world would you decode scrambled/encoded script like that? What is that anyway, MIME encoding? Is there a way to decode stuff like that?
