Most link sellers have no idea how to rank a site. They are just puppets selling from a list of spammed sites / guest post farms.

The only way to get good links is to do your own outreach. Hire a VA who knows how to identify prospects, or someone who you can train. To do this at scale you will need a web scraper, a contact form submitter, a way to send bulk emails and a subscription to either Ahrefs or SemRush.
