Hello, I live in a country with a financial embargo. I can buy PayPal Business through an intermediary. Is it possible to do dropshipping with a PayPal business account? What are the better ways? Is there a site that sells bank accounts and payment gateways?

Look for a good proxy in EU or US and open a new store with Shopify.
Then you can setup Shopify payments through the store.
Also you will need to buy some documents from this country.
