There's no "way around it". If you're account is new, you cannot follow a lot of people. And in general, to gain trust, your accounts need to showcase a somewhat normal activity, in terms of communicating with people who reciprocate, having real interactions, not doing the same amount of actions everyday, particularly at the same time of the day, etc. If you just use IG like a regular user and give it time to rest you will progressively be allowed to follow more and more people. But you need to find a way for real engagement to be created. If you're just following people like a maniac and that's you're doing, particularly if very few people are following you back, you're gonna hit the spam filters.

Follow in limits, dont overdo it, follow proper hourly and monthly limits too.

It's not a good idea since IG is strict about managing accounts. Accounts are easily suspended if they have unusual activities
