Email List promotion (forgot what they're called)

I forgot what the marketers are called that own their email list (which are like double opted in) and send emails to their list when a customer requests their service.

There used to be a couple websites that had a list of them but trying to remember the name of the profession, i ended up asking chatgpt and it couldnt tell me.

Looking to see if there are any on here.
