same content on website and keyword rank first page (only change location) is possible?

I have seen that this website is ranking with the same content on multiple locations (Just changed the area location and added the same content) Or mostly the keywords are ranking on the 1st page.
How can this be done that the content is not duplicated or it is also ranked. Its domain age is 6 years or now because there is no penalty on its website,
If this is possible then can I also try the same technique?
Please suggest and help me

that's a very simple example of "programmatic seo",
it falls under the spam category and it's kinda hit or miss,

doing this with an old established authority website will give better chances for sure,
but, it's risky, you'll be gambling basically
