Some people offer backlinks from high DA DR sites such as CNN FORBES ...Etc through 301 redirects. Do you think it is worth it? is there any potential risks?
What I mean is a service you find here on BHW offered by some sellers offering to get you backlinks from top sites for cheap price ( via redirects)Do you mean expired domain with such backlinks or redirecting a page from CNN directly to your website?
If the latter I would be carefully.

can you explain in more detail about this? bc all I know 301 is always to moneysite like domain A - B - C - D (current domain) and not like A - D, B - D, C - D,always use a bridge website between your 301 and your money site (not give 301 directly to your main page )

Definetely agree !It's a risky move. It might initially boost your ranking and suitable for short term but not for long term.
definitely agree with this because I already experience this, my domain rank decrease because the link is not related to my sitebut most importantly Category of the expired domains and the links they getting needs to be match your money site there is a reverse effect if you don`t do this properly could lower your topical authority score overall also the Domain Rating of your money site.

Bridgedomain,com
Moneysite,com
You 301 everything to bridgedomain,com and then redirect bridgedomain,com to boostdomain,com
Once that is done, the seo juice cam be harvested by redirecting boostdomain,com to moneysite, com

All of this is speculation.why do you think the penalties will not be carried forward even when you are using boost domain or bridge domains?
A 301 is a 301, as it carries the link juice forward, it also carries the old penalties irrespective of how many bridges or boosting domains you use.
