What's the Best method to for hosting for 25-50 websites? or do I just need IP diversity?

IP class diversity. Better if you host in multiple locations (eg: Paris, Berlin, London). You can choose big and small hosting providers.

diversing your PBNs with different hosting companies would be the best choice to eliminate the hosting footprints,

Not all of them has to be within VPS' tho, you can use shared hosting as long as it's doing the job,
what really matters is the diversity of the hosting IP, perfectly would be different class A IPs

50+ sites on VPS can get expensive real quick. Plus IP diversity is what matters, so I'd just focus on that. You can check out a pbn hosting company like Priority Prospect. It's a lot easier to use and cheaper
