What role do site architecture and navigation play in SEO?

yeah, sometimes I scratch my head too when I talk to that dude, he has a weird way with words lol
What he meant, however (at least what I think he meant) is that a good site structure will help better distribute the authority that your site gets (due to backlinks) among all of the important pages, and it will also help with establishing better topical authority.
Authority (or Page Rank as he called it - which is actually what google uses to determine the authority of a website) is very important stuff in SEO nowadays, because authoritative sites (so, sites that have a ton of GOOD backlinks) tell google that those websites are important, and google tends to rank important sites higher than the less authoritative sites. At least in theory, in practice the SERPs are a total mess lately, and it's all be design (by google)
And topical authority is how well your site covers a certain niche. For example, if your website is about weddings and your site's main categories are wedding dresses / wedding events / wedding invitations then google will consider your site to be very topically authoritative because your site covers the topic of "weddings" in great detail (because you're covering all aspects that are related to weddings, such as wedding dresses, planning for wedding events, tips on making great wedding invitations, etc)
Whereas if your site was a jack-of-all trades type of website and its 3 main categories were weddings / pets / auto insurance then google would consider your website as being garbage (because it's not targeted to anything in particular), so google would not reward you with good rankings, but they'd probably reward your competition with better rankings even if your competition had a worse site overall and / or worse content. But if your competition's authority and / or topical authority was better than yours you can bet your ass that they'd get better rankings than you.
Anyway, I've digressed a little, but I wanted to explain what topical authority is so you can understand why having a well structured (siloed) site is important.
Now, whether or not this is what @tiiberius referred to, I'm not sure. But like I said, this is what I think he meant...

Google looks for "better user experience" and UI/UX does play a huge role in that aspect.
Poor site outlook will confuse your visitor resulting in a poor user experience and it can't rank on top 5 terms for longer periods.

To the topic, yes good site architecture plays an important role in your seo score. All those call to action buttons on top and other stuff has a very big role in user experience. But we are used to take this lightly per se, cause it's not a difficult aspect of seo , it relates to web design more than seo, and your web designer should be responsible for that

My rule of thumb is to try and make sure that every page on a site is no more than 3 clicks away from your most-linked page, which is usually the homepage. This can mean higher numbers of results on paginated pages, but this strategy has done me well over the years.

OP, this is really NOT something to worry about unless you are writing a research paper, feature length commissioned article or a book. The reason is that most website builders come with this out of the box and it doesn't affect SEO much.

A lot of people are under the impression that if they use certain keywords in the architecture this gives them an edge.
That may have worked 10-15 years ago but not today.
Google can actually come up with a contextual idea of what your pages look like, and now with the Helpful Content update working on the page level instead of the site level, things have gotten much more complicated and spicy.
If you're looking for a shortcut in terms of using some sort of magic architecture and navigation layout to boost your SEO chances, don't even go that route.
That ship has sailed.
Focus instead on total user experience, reducing your bounce rate, and getting ready for the time when overall search traffic boils down to zero because the industry (and I'm talking about Google here) has switched over to a one-answer format.
