what is ad account?

I'm here since years and resell SMM, and I often see threads about ADS ACCOUNT on Facebook and sometime Google,
I never understand what is it, what's the point and how to use this,
Can someone explain me why and how to use this? Is it to get some cheap advertising ?

I run 2 smm websites, but not trash panels like all panels available on marketplace, but a very design website made from scratch with a dashboard, a design and dynamic shop, a lot of design work (I was webdesigner in the past), my prices are sometime X50 on the smm panels websites lol
I sell for final customers, not for resellers

It's just used to monetize ads or help get traffic to your product
