The best option is to build your own private network, but that requires a lot of time and money. Sellers who provide links on blogs for a flat fee usually fill the pages with too many links and cannot properly maintain the blog for the price. Rentals work but if you learn to do it yourself you can eliminate footprints based on your skill level. CTR manipulation is done through services or a system you build yourself for clicks, but that is a pain.

We use both. PBNs have their place and time and can be used as tier 1 if used conservatively.

CTR for maps rankings should be like the cherry on top of a local seo campaign, it should not be used as the base of your strategy.
