I'm thinking of moving to a EU country to complete my studies in computer science as a 3rd world resident. (North African)

what do you think is the best country now when it comes to tuition fees, living costs and social life?

Germany is the best! If you are currently studying CS for a bachelor degree, I suggest you complete it in your home country before coming to Germany. There are many master courses in English which are offered by reputable universities

It depends on your financial abilities and language you're ready to learn.
For example, if you have money and speak English, I would suggest UK. If you're OK with German language, Germany is the choice. I would also add Netherlands to consider, since I've got a friend, who had been studied in Eindhoven university.
But if your finances are limited, I would advice to search for a scholarships or grants for foreign students (and this is regardless of the country).

I speak English almost fluently, and my financial situation is kinda good (in $) so I think i can afford tuition fees.
I really don't like the uk because of the weather and the quality of immigrants over there, but I'll def consider the netherlands since it was a dream for me when I was a child. But I have to learn dutch first

I will also add on my own: when I went to study at the university abroad, I thought that I knew English well enough and communicated fluently with people of different nationalities. What was my surprise when I had to work hard for 3 months just to raise my English level so that I could even begin to understand lectures at the university!

It is cold but you will be able to find quite a nice place at a good price and also enjoy amazing scenery
