The above link has details about the different membership levels. In order to publish a marketplace listing you need to be a jrVIP or a marketplace seller.
There are also a few other requirements including 100 quality posts and 60 days on the forum. You can find full details of the requirements (and procedure) for posting a thread in the marketplace here-
