I'm afraid that would be too good to be true. Did you read the recent article "The man who killed Google search" by Ed Zitron? There are some very interesting facts in there that could play a role in the current Google disaster.

Perhaps they are refining the algorithms based on initial feedback from internal testing, or perhaps they are pausing the deployment of the system to track its impact on the real world.
