My site which is in the high end collelctibles niche spent any years on the first page of Google for primary keywords. Now its demoted to about page 4-5.

Suspect I need a high level White hat backlink campaign. Ive outsourced several backlinking projects with no results.

SO need High DR, Confirmed Indexing and hugh authroity liek Wiki page links or similar

High end collectibles? Quite easy niche for going on into a outreach campaign. Go for Guestpost and stablish relationships with bloggers/websites owners. Even newspappers would accept articles regarding
antiques and their history.
