Best Upwork alternatives to hire a developer for simple web-based application and website creation?

Everything is in the title.

My Upwork account has been suspended for reasons unknown to me and there are always issues with that (not necessarily issues with the sellers there)

I am looking to create a relatively simple web-based application with a blog section and a couple of other things so I need someone to make them both in one go.

Any solid advice on where to find such a developer? A good platform where they will be held accountable in case of non-delivery and have a transparent feedback/history section?

I've used onlinejobs.ph years ago on a project, but if I remember correctly, they want you to pay for it monthly or yearly. The VAs are of very high quality, so it's worth a try.
Can I get them to do classes for my program in typescript and node.js for $2 an hour or more is needed for quality?

It's still more than $0 many people in the field are paid!

Guess best way is to test some of them.

I just registered with PPH, I didn't know it and it seems that it is one of the few that I can access without problems, I see that there is a paid verification and a free one, of course I used the free one because I don't have money for the other, but I read that in the small letters

It said something about other documents, do you know what kind of documents they are? In case they ask for them?
 
Overnight, Upwork banned my 4th account because apparently I am not fit for their platform (even tho I have been losing weight constantly)

Jokes aside, they don't like this project I think because the keyword "fake" was used.. nothing illegal tho.

I am afraid that peopleperhour and other sites might have a similar policy.. gotta pay a premium and approach some agency directly I guess.
 
How big project? Complicated features like machine learning or not? Budget like 5 mid figures or 6 figures?
