What else would help my GBP rank in the map pack?

I've been managing this GBP page for almost 3 months now. While it improved in ranking it seems impossible to get it on the map pack(Google gives proximity). It's in the counseling industry in Arlington VA. Nothing too competitive. Here's what I've been doing until now.

Fully optimize the page(Category, services, answered reviews, added Q&A, Added description), Created 1800 Map citations, Geottaged Youtube video, 30 driving points, local business schema, 12 posts in the last month, 200 Local citations, Web 2.0 map embeds, High Da Pa profile backlinks, Niche relevant blog comments, Gov Edu backlings and I'm running CTR booster. Now I'm also working on On Page SEO.

Any advice is appreciated.

Have you build webpages to reflect your primary and other categories, if not you must.

Also build webpages with urls like counsellors-fort-washington for example. I

I always build the website with three footers:

One with header

Service Area, then list your areas with links to each town/city.

One with Services We offer, list your services with links to each webpage to reflect them.

I also buy expired domains with the town/city domain name then build “local” backlinks to the main site.

No need for CTR, you don’t need it.

You'll need to optimize the website for local SEO + get some high quality reviews. Your GBP might also not be optimized properly.
