You can create a google site, embed a link in there, then copy link address it generates.

EDIT: Also works when you generate a link in google forms, and sometimes google sheets.

I have tried it from sending a Gmail message to my website URL,
but it doesn't work when I manually change my domain url slug

These are the links Google generated when you click a site on SERPs. They are worthless if manually created. But they can be used to manipulate 3rd party metrics like DA and DR.

There are unique parameters assigned to every link placed on a Google controlled page, they are required to be used for automatic redirect through, otherwise it will manually go to the Google redirect splash page.

Effective for cloaking traffic as organic/search for restrictive affiliate programs, also these urls can bypass anti spam checks for SMS/emails since no one can blacklist google.com domain links

That's just a notification and if you are doing this for backlinks, know that Google doesn't count it because it's a soft 404.
