1099-NEC Confusion

So I got an 1099-NEC in the mail today. It's from a US company I've received royalty payments from. For the record I'm not a US resident or a US citizen. I don't really know what this for, does it mean I'm liable for US taxes? If it helps the amount in Box 1 is just over $1000

This is a bit complicated case, as you can never know whether you have to or not.

What I advise is to get some legal consultation. Ask about this form and ask also about 1040NR (since it's relevant and might come up)

There is some cheap legal consultation on Upwork / Fiverr, but choose only verified CPAs, etc.
