You need to look for services which are in high demand that people are searching for on Google, you can find this with keyword tools such as semrush.
I'll give you a golden nugget as an example: travel visas to SEA countries.
If you search for "travel visa philippines" there are websites that charge $150-200 to apply for a visa. What they are actually doing is collecting all the information required for a visa from you, and then they input all the info into an application on the philippines gov website which only costs like $50. The kind of people googling these keywords are horny sexpats who are happy to throw money at this so they can get into the country.

There are several ways to get clients, through social media, joining online communities, ads, blogging about your services etc. Cold emailing is probably the worst way to get clients.
You should also build a professional website.
