YouTube Ads campaigns not delivering

Hello, in the last 3 days the YouTube Ads campaigns are not delivering.
The campaigns are active, the ad status is eligible but we don't receive any impression.
We set the campaigns in the same way as usual:
Drive conversions, max conversions, no audience restriction.

The ads are approved, the targeting settings are correct. I spent more than 1M USD on YouTube, I know how it works. I'm asking if anyone here is getting the same issue

Going back to your question, whenever I get into this situation when ads enabled and eligible, but I get no impressions or clicks. It's always account under review. This might not be your case but still.

Well, no the account was not under review. We found out something very weird.
We created 3 campaigns:
1) A campaign with a video without any text on it
2) A campaign with a video with a fixed text label on it
3) A campaign with a video with texts popping up time to time

Campaign 1 and 2 not delivering, campaign 3 delivering.
All of them eligibile, same settings. That's super weird, no idea why it's happening and the support doesn't have any idea as well
