Javascript and SVG (scalable vector graphics). According to BuiltWith that site is using Netlify for a CMS, but I doubt that CMS is specifically for animated SVG sites.

It looks like a single page app built with Vite. There are tons of animation libraries available you could use to animate react components, like Framer, react-spring, and more. It's a fantastic ecosystem to get in, but can also be overwhelming due to the options available.

You can get started with as simple as HTML and CSS. So you would be able to understand the basics of web design. And while you are at it, start learning blender side by side. After some time, when you are confident with HTML and CSS, start with JS and pick a library like Reactjs as others have recommended it. Continue with blender, don't leave it. You don't have to master anything, but should have a working knowledge. Afterwards you can pick another library like threejs and learn about webGL. Now you can import 3D models made by blender and use them on your website.
