that amount is easy,
* get a domain
* get a hosting
* create tons of post related to a niche
* setup adsense
* keep creating post (1000 a week with 3k words each one)
* give it a couple of month and you should be able to see some revenue

I'm a very seasoned internet marketer and as experience as I am. I can tell you, it's not as easy as you would want it to be. You better off getting a job, if you have some money for ads you can learn as well.
