Instagram does not require any specific sim card for geo targeting.to target USA reels on Instagram while staying in Europe, you have to setup a campaign targeting the USA in ad setting using Facebook ads manager.you have to switch your Instagram account to business or creator account in setting and link your Instagram account to Facebook page for ad creation.
