I will have to use a VPN, should I change browsers, logout from any other google accounts (I need to know everything), maybe use some kind of plugin to do that? Is that alerting google that I might be a spammer?

Yes, I've tried with a vpn a few times now, but the account was immediately suspended..so not an option.

VPNs have no trust score so I am not surprised that this happened.

Unfortunately I can't reveal the method publicly. People pay a lot of money for that online so that's why it stays out of view for the free audience.

I strongly recommend against using a VPN for GMB creation. In fact, most of everything that the first guy advised you is completely incorrect.
Spacing out your verifications over a few days, etc will do you no good at all if you dont have the correct setup

I don't provide this service at this time but I highly recommend avoiding the hire a freelancer section for GMBs. So many people who had bad reviews on their threads are posting there. If they were good enough, they'd have a live thread on this forum.
