Does FB limit on suggest to friends fanpage?

It's been about 4 days now and I can't seem to figure out why. Does FB limits you on how many suggest to friends sibmittion ? Here is an example image http://i39.tinypic.com/164fq0.jpg . As you can see I can't select them.
Does anyone know why?

Thanks but. I log in another account and it still shows the same gray pics. Is there a end time for these accts.
