Yeah, why not? Owning a house worth a few millions that you can't rent or a land (a park in a city) where you can't build doesn't make someone a millionaire for example.

He will go broke in his lifetime trying to maintain the properties or the amount of taxes he has to pay.

And, in the end 5 mil is not a lot if isn't in cash/bonds/stock you can sell right away.

I live in a country where most people own properties, but are broke.

I live in a country where broke people buy houses they can't afford thanks to 30 years mortgage plans. Most think they own the house, not realizing that actually, the bank owns it.
That's why I ignored owned property in my previous comment.
