have you find a solution? I have encountered the same problem with 2 devices after accounts got banned there.
Tried factory reset, new wifi, diffrent sim cards.. nothing worked. seems like the device is not able to create new accounts
(also tried a diffrent device creating the account upload a tiktok, gets normal 500 views then logging into the device and upload tiktoks which resulted in shadowbanned 50 views)
