How we can restore our Discover traffic

Last year we had 10000 or sometimes 100000 traffic from Discover but it was cut to zero at the beginning of October. We have a recipe site. How we can restore the site? Our organic rankings are also dropped. If we start a link building campaign, will it help for Discover results as well? I believe for the organic results it will help.

I don't think that link building helps. As far as I know, Discover is all about content's catchy-ness and trends, so you probably need to fix / change the content.
