Does anyone here have a tiktok shop where you sell products , what are the methods for withdrawing the money ? How does the payout system work ?

no a business acc that has tiktok shop where you can sell products

Depends on what Payout method you listed, typically it's your Bank card. Make sure the amount isn't still on the "To settle" phase, btw. Not too sure if PayPal is an accepted method, but the bank account certainly is.

What if i use someone elses bank account in my shop , tiktok says that the owner name of the bank must be the same as the registered tiktok shop name.
