This is done using extensive Google Bot cloaking.

Essentially, one page is served to Google Bot. And a completely different page is served to a visitor. This is further changed, based on referrer such as, Visitor coming from Google gets shown Page A, while someone not coming from Google or typing the URL directory gets shown Page B.

We'll require

1. A decent quality, aged/expired domain
2. A huge database of low hanging fruit keywords
3. Rapid content/page creation around these keywords
4. Extensive interlinking in those pages
5. A sturdy boost of backlinks to get that prominent SERP boost.
6. A decent click tracker, that can redirect based on a cluster of keywords + location of user

Such setups can be very powerful, when the keywords align even remotely with your target destination

Building a system like this is possible, but also a very temporary endeavour - as these pages get taken down all the time.
