I updated the information. Today, I successfully registered a Weibo account using the phone number from my country without the need to purchase a Chinese phone number or account. The time frames during which you can receive the confirmation code when registering are 3:00 PM, 5:00 PM, and 10:00 PM according to the Vietnam time zone

I successfully registered on January 17th, set up the account as usual (created a password, avatar, changed the name, ...), also logged out for testing, and currently am using it normally

I don't get what you mean by time frames. Did you only receive the verification code during those times? So if you signed up for an account in the morning, you wouldn't receive verification code?
