Which TLDs would be difficult to take down like .to?
 
The Central African ones such as ga, ml, cfd

.co and .vn are okay too.

In increasing order of "takedown difficulty":
- anything that is not owned by a us-based registrar or Verisign

- ccTLDS of countries that don't really like complying with Western laws. So .ru, .su, .by, .to, .is etc
(.is is common and is the tld libgen uses)

- Anything hosted on the i2p network. Your average internet user can't access it. But it's nearly impossible to takedown like surface net registrars.
