Does this make sense? I think it's a great tool for PBN because Blogger is very easy and comfortable.

I, personally, use web2.0 as a pbn (mainly tumblr) and it works just fine.

probably adding a couple to a mix of a larger PBN would work,
or simply creating just a few of them along with other links for easier niches or to push some specific keywords,

other than that, if you use it for any decently large enough PBN (either using custom domains or not), it will leave a huge footprint,
now, i'm not telling you this won't necessarily work, i've seen many websites in foreign spam niches ranking with these for years,
but don't complain if your website doesn't rank or simply get doomed later or by the next update

I wouldn't consider it as a good PBN platform. You can make a handful of good blogger websites but they won't add a lot of value to your main website.

Blogger gives you more leeway in terms of how 'trashy' your content and link layout may be

Sadly, blogger's backlink value seems to have degraded over the years

If you're willing to put up somewhat DECENT content for backlink building, try sites like MEDIUM

Not agree
Depend how you build the site itself

i use blogspot since aged for buffer site and it work well
of course depend on competition, for medium - high mix use PBN + Guest post
yes, as long the blogspot have decent traffic, it will consider good website.

for me, High Quality backlink come from High traffic

if the web 2.0 is natural and true blogs then its really good google could detect if its just made for pbn so obviously

No I don't think it's a solid PBN. It's rather classified as web 2.0 with or without the custom domain. Doesn't really matter.

For some time now I have seen some tests that showed that backlinks from blogspot, can hurt money site.

Currently, I would use backlinks from blogspot as tier2

Buy a fiverr tier1 links service (pyramid) and blast them to your blogspot domain (custom or subdomain) works nowadays to get rank and indexed in google?
